A $68.5 million budget measure (allocated over three years) intends to provide HIV treatment to people who are not eligible for Medicare.

Why are Australian taxpayers funding treatment for non-citizens when we are in the middle of a cost-of-living crisis?

Officials declined to comment on this, stating the policy and funding mechanism were developed strictly by the Department of Health.

I then shifted the discussion to the Significant Cost Threshold (SCT) for visa health requirements, which was raised from $51,000 to $86,000 in July 2024.

How this works is that if a medical officer of the Commonwealth estimates that an applicant’s health condition (such as HIV, a physical disability, or other chronic illnesses) will cost the Australian healthcare system more than $86,000, they fail the health requirement, and the visa is refused (unless a specific waiver is applied).

I asked whether this framework allows Australian citizens a “perfect way” to bring in family members with known health conditions to receive immediate taxpayer-funded care, provided the projected costs fall just under the $86,000 limit.

The Department repeatedly stated they could not answer the “family member” line of questioning.

They reiterated that immigration rules and the $86,000 threshold are applied uniformly to all applicants, independent of separate Department of Health funding measures.

Data on exactly how many people reside in Australia under the updated threshold was taken on notice.

Senator ROBERTS: I’ll get back to the topic I started on this morning. It’s an immigration issue, not a health issue.  

Ms Foster: We’ll just get our chief medical officer up to the table.  

Mr Willard: I can speak broadly about the criteria. There’s a health criteria that applies to all visas. It looks at questions of health protection for Australians. It looks at costs to the health service, and it looks at the access to health treatment for Australians. It’s applied across all our visa types. It’s applied on a risk management basis. It looks at where somebody is coming from, and the sorts of health risks that might be presented. It looks at what the person might be doing in Australia, whether they’re going to go to a medical facility, whether they’re staying for a short time or whether they’re looking for a permanent visa. All of these factors are taken into consideration when the health criteria are assessed. Dr Grant Pegg, our chief medical officer, oversees the system that undertakes medicals. I think there are very large numbers of medicals undertaken each year.  

Senator ROBERTS: Can you tell me what the three basic criteria are again?  

Mr Willard: It’s health protection for Australians. It’s cost to the health system, and it’s access to Australian health services.  

Senator ROBERTS: This is primarily with No. 2—cost. The 2026-27 federal budget included $68.5 million, or $69 million, over three years to provide HIV treatment and pre-exposure prophylaxis, which is medication that stops transmission to people in Australia who are not eligible for Medicare. They’re not eligible for Medicare, but we are paying for their treatment anyway so they don’t infect Australians with their HIV. Is that the logic behind this allocation? I know it wasn’t allocated by you.  

Mr Willard: Because it is a measure from the department of health, I really can’t talk to the logic behind the measure.  

Senator ROBERTS: Why should Australians allow entry of people with HIV and then pay for their treatment, especially when Australia is under pressure economically and individual Australians are under pressure cost-of-living-wise?  

Ms FosterMr Willard is unable to comment, because the measure was developed by the department of health.  

CHAIR: Senator Roberts, I think that the right place for this is at the community affairs estimates committee next week.  

Senator ROBERTS: But I want to know. Many Australians are calling for noncitizens who have HIV or AIDS to be deported instead of paying for their medical care. We’re letting people in here with a known liability of cost to Australians. What is your response to that criticism of this budget allocation—the criticism, not the budget allocation itself? People are concerned that we’re letting in people who have a disease, and now we’re paying for their treatment.  

CHAIR: Senator Roberts, I think that is asking the officials at the table for their opinion on a matter that is not within the purview of the questions allowed to be asked at Senate estimates, particularly as it relates to the budget.  

Senator ROBERTS: Okay. I’ll move on to the next one. Australia raised the significant cost threshold for visa health requirements in July 2024, from $51,000 to $86,000. For those following this thread, I’ll give a quick explanation. The significant cost threshold determines whether a health condition, such as HIV/AIDS or physical disability, is likely to impose significant costs on Australia’s health and community services. Exceeding it typically means failing the health requirements for a visa, although health waivers are available for some visa subclasses, including partner and humanitarian. A person who comes in under your new, higher cap can access medical care and medications for free or for a small co-payment depending upon the state in which they live. How many people are here under this arrangement across all health conditions?  

Mr Pegg: I don’t have the data in that detail, so I’d have to take that on notice.  

Senator ROBERTS: If you could. Thank you. This is my last question on this topic, Chair.  Isn’t this a perfect way of getting a family member into Australia and having their care paid for straightaway? The other part of the question is that the numbers are increasing, which means the Australian taxpayer is paying more.  

Mr Pegg: Perhaps, if I can just offer, that’s the purpose of the operation of the significant cost threshold—to try and avoid significant cost to the Australian healthcare system. That’s why it exists.  

Senator ROBERTS: Could you explain that more?  

Mr Pegg: When someone is identified as having a health condition through the immigration medical examination as part of their visa process, they’re then costed by a medical officer of the Commonwealth who looks at that, on a hypothetical basis for someone with the same condition—the nature of condition and severity— to determine what their costs might be to the Australian healthcare system. That could be lab tests, X-rays, visits to the doctor—those sorts of things. There’s a comprehensive process that is undertaken to do that. When that’s undertaken, a figure is determined, and then, if that figure exceeds the number that you talked about, $86,000, that is considered to be ‘not meeting the health requirement’.  

Senator ROBERTS: The first part of my question was: isn’t this a perfect way of getting a family member into Australia and having their care paid for straightaway?  

Ms Sharp: Are you talking about a situation where the health requirement is waived? I guess what we’re saying is that the general rule is that if you fail the health requirement—as in your healthcare costs are coming in above $86,000—you will not be granted the visa; you won’t come to Australia.  

Senator ROBERTS: That’s initial assessment. Forget about the—well, the payment matters, but I’m not interested in the total amount. What I want to know is: isn’t this a perfect way of getting a family member into the country and having their health care paid for straightaway? That’s basically what it is. The government’s allocated $69 million over three years to provide treatment and pre-exposure prophylactics just for people with HIV. They’re coming in here with a known condition, and we pay for the treatment.  

CHAIR: Was there a question, Senator Roberts?  

Senator ROBERTS: Isn’t this a perfect way of getting a family member into Australia and having their health care paid for?  

CHAIR: This is a question that the officials at the table have responded to. It sounds like—  

Senator ROBERTS: Yes or no?  

CHAIR: you’re not using the same words to describe the same thing. I think the officials at the table have spoken about what their role is. I think you’re talking about it in a different way, but it’s not necessarily what the officials are—  

Senator ROBERTS: It’s about immigration, though.  

CHAIR: I think they’ve responded to your question, which is that there’s a program that exists to essentially weed out, for want of a better term, people who have costs higher than the amount the official said.  

Senator ROBERTS: No. If they’re projected to have a significant cost threshold higher than $86,000, then I understand, but, if it’s less than $86,000, isn’t this a perfect way of getting a family member into Australia and having their care paid for straightaway?  

Ms Foster: Senator, I don’t understand the link between the answers we’ve been giving and the family member issue. 

Senator ROBERTS: Yes or no?  

Ms Foster: That’s why we’re struggling to answer you.  

Senator ROBERTS: Yes or no?  

Ms Foster: We don’t understand the relation of the question to the information we’ve given, and, in a sense, it’s asking us for an opinion: ‘Is this a perfect way to do something?’ That’s not our role. Our role is to provide you with information about how the program operates.  

Senator ROBERTS: Okay, I’ll make it easier. Is it a way of getting a family member into Australia and having their care paid for straightaway?  

Ms Sharp: We might finish it where we began which is I think you need to direct this question to the department of health to ask them for the policy reasoning behind the measure—which group of people they were aiming to support.  

Ms Foster: We apply our immigration rules irrespective of whether or not the government has funded a measure such as this through the department.  

Senator ROBERTS: One of your immigration rules covers a significant cost threshold maximising at $86,000. If you assess an application to migrate here and it’s less than $86,000 then they are welcomed in. Is it a way of getting a family member in here?  

Ms Foster: We don’t understand the relationship between what we’ve told you and the question about a family. I can’t say that any more clearly. I’m not trying to be unhelpful. We just don’t understand the question.  

Senator ROBERTS: Could a citizen of Australia use this to bring in someone who is going to cost Australia money and health care immediately?  

Ms Foster: The rule would apply irrespective. We would apply that rule as part of our visa consideration to any visa applicant.  

Senator ROBERTS: I understand that, but this is a way for a citizen of Australia to bring in a family member and have their health care paid for by the taxpayer?  

Ms Foster: I’m sorry, but we have nothing further to add.  

Senator ROBERTS: Thank you.

For 30 years, Pauline Hanson has warned Australians the life they had growing up was slipping away. We were once a country so rich in resources, in harmony and in security that we were called the lucky country. Our national slogan was ‘She’ll be right’ because it always was. It’s now clear from talking to everyday Australians attending One Nation’s branch launches that Australia is no longer right. Australians are working harder and still going backwards. Social cohesion is unravelling in the face of over immigration, mass migration. Our children do not have the opportunities my generation enjoyed. Buying a home, starting a family and enjoying a life of peace and abundance is not in the future of most young Australians. This is called managed decline. Homelessness in Australia is rampant in a way that just a few years ago would have caused outrage. People now walk past the tent cities and rough sleepers, and, rather than outrage, they give thanks that they have been spared so far. 

Farmers are being demonised using net zero junk science, reducing their ability to grow food and fibre to feed and clothe the world. The United Nations World Economic Forum’s net zero is about transferring wealth from everyday citizens into the pockets of predatory parasitic billionaires who are being protected with a growing security state designed to control us not protect us. We now have ruinous electricity bills, racketeering from foreign owned insurance companies, perversion disguised as tolerance and sex instruction manuals written for young children available to read in the children’s section of public libraries. There’s a war on Christianity, often coming from fake Christians in very high office, and there’s an agenda underway to advance Islam over Australia’s national security interests. For everyday Australians these are all shock points causing and awakening. For those who haven’t yet been shocked, your time will soon arrive. Look around—internet age-gating and compulsory digital IDs are rolling out as we speak. Mis- and disinformation censorship laws are current being stage-managed into existence in the Labor-Greens stitch-up, based on the Morrison-Littleproud Liberal-Nationals government’s designs. This bill is designed to usher in a new age of fear—of late night knocks on the door and of family members being snatched up and sent to prison for thought crimes, as the UK and parts of Europe have been doing for years now. 

Australia is now suffering mass migration, with many coming here to build Australia and so many arriving to take a slice of what has already been built. Attendees at our branch launches tell me they no longer feel safe in their own homes. Their children are not safe playing outside, and our women are not safe walking after dark. Every day, with every new poll, it’s clear that we the people are waking up to the global agenda that the Labor Party, the Greens, the Teals and the globalist Liberals are promoting—an evil agenda designed to make the world’s predatory billionaires even more rich and powerful. 

Let me make my position very clear: immigration grew this country. Greek, Yugoslav, Italian, British, South American and Vietnamese arrivals all rewarded Australia for the opportunity we gave them, through their loyalty, hard work and endeavour. Some of them made their way into state and federal parliament—a wonderful example of the opportunity available to new Australians in their own home. 

I hope the changing political landscape in the near future will bring together Australian nationalists of all backgrounds and races to save this beautiful country from the greed of crony capitalists and the tyranny they’re spreading. Recent well-attended protests must have the billionaires and their political and media lap dogs terrified, as they should be. The common sense of the Australian people has thrown off the shackles of political correctness. People are realising the water around them is almost to the boil and action is necessary.

I notice Prime Minister Albanese has just promised to loan almost $2 trillion of Australian superannuation money to America, to make America great again. What about Australia? President Trump is doing great things in America and for peace around the world. Wouldn’t it be great if our Prime Minister visited Australia and did the same thing here? When I hear misguided people talking about White Australia, one way or the other, I wonder if they have given this phrase enough thought. The world’s crony capitalists are all white and almost all male. Their tokenistic campaigns like net zero, transgenderism, DEI and feminism and their war on masculinity all stop at the door of their palaces of power in London, Geneva, Zurich and New York. Let me be clear: One Nation does not confuse skin colour with patriotism. Ours is not a conversation about skin colour. It’s a conversation about loving our country, pulling your weight and following our laws. 

In the Senate yesterday, I heard Senator Mehreen Faruqi use the phrase ‘white people’ derogatorily. I must direct a rhetorical question to Senator Faruqi. Senator, you realise your party is white, yes? The left see race where none exists or where it’s irrelevant to the matter being discussed, and that’s the definition of racism. The Greens are racist. How about we all stop talking about white people and instead discuss our real problems, starting with managed decline. 

Today, another Greens senator, another white male who is part of Greens party leadership, called every Australian who attended the recent marches for Australia ‘scoundrels’. Every day Australians concerned about where their country is heading are, according to Greens leaders, ‘scoundrels’. Marching under Australian flags? Scoundrels. Protesting peacefully instead of using violence, as the left often do? Scoundrels. If Palestine and Pakistan matter more to you than Australia, if you hate this country so much, might I recommend One Nation’s one-way airport express—we’ll take you to the airport, leave you there and put you on a plane. The Greens preach hate, division and separation to cripple people in victimhood, dependence and hate. That’s how today’s Greens get votes. Thirty years ago, Senator Pauline Hanson saw all of this coming. That’s why our party is called One Nation: to unite, liberate and strengthen all Australians as individuals and as communities and to strengthen us as a nation. This includes deporting people who have deliberately broken their visa conditions, students who have completed their study and never left and the families who came with them. Since when did accepting students turn into accepting half their family permanently? It includes students who came here to study and never did study and visa holders who have committed an indictable offence. We will implement net negative migration and limit new arrivals until infrastructure and law enforcement can catch up with Labor’s flood of new arrivals. Net negative. We will reverse Labor-Liberal mass migration—reverse decades of it since John Howard doubled immigration. We will still allow a small number of workers with skills we need, especially in building trades, but that will be many less than the number of people who leave—net negative migration. 

The Prime Minister of Australia supports President Trump putting America first yet continues to put Australia last. I’ve heard the same message over and over at public meetings in recent years. Australia has had a gutful. Shut the gate. Tighten standards. Be careful who we let into the country—only producers. Preserve Australian identity and heritage. Australians wants our country back. 

During the last Senate Estimates, I questioned Home Affairs on their failure to properly vet the migrants they are letting into Australia.

Education is being used as a backdoor to permanent residency, with work requirements being rorted.

23,000 dodgy qualifications have been cancelled. These individuals abused the opportunity given to them — buying degrees and working instead of studying. $11 billion is sent overseas every year by foreign students. They breached their visa conditions and should be sent home—yet only 4 people were found guilty of immigration offences in 2023–24.

Senator ROBERTS: I’ll defer to that and respect the committee then. Let’s move on to the next question. I want to refer to reporting that the Australian Skills Quality Authority has cancelled 23,000 dodgy qualifications since late 2024. Many of these were in relation to international students, who are here on strict visa conditions. If they’ve been found to be participating in a ghost college or something similar to obtain a dodgy qualification to satisfy their visa, that’s clearly deceptive and a breach of their visa conditions, so they should be deported. Are we deporting international students in that 23,000 dodgy qualifications cohort?

Senator COX: They’re the same questions.

Senator ROBERTS: Okay. I’ll move on. I’m going to refer to the federal defendants statistics out of the Australian Bureau of Statistics, which say that only four people were found guilty of immigration offences in 2023-24. It seems extraordinarily low, given the 100,000 that we just discussed. How many people did the Department of Home Affairs refer for potential prosecution in 2023-24?

Mr Thomas: It would be across a range of different areas. For example, with the NZYQ affected cohort, we make a number of referrals to law enforcement for breaches of visa conditions. There are other referrals that happen through other parts of the business. We don’t have an aggregate number, but there is a regular flow of referrals through to law enforcement for consideration where we identify a noncitizen that’s in breach.

Senator ROBERTS: You don’t have a total number?

Mr Thomas: Not on me, and I think finding that would be quite difficult.

Senator ROBERTS: Do you have the resources to refer everyone who may be committing an immigration offence for prosecution?

Mr Thomas: In terms of referring matters, yes. That’s a fairly straightforward process.

Senator ROBERTS: But you can’t tell me how many have been referred?

Mr Thomas: Not in totality across all of the department.

Senator ROBERTS: What I’m really asking is whether every single person the department becomes aware of who may have committed an immigration offence is referred for potential prosecution—yes or no?

Mr Thomas: Where we come across the situation where we think someone has committed a crime or breached the law, we will refer it to the appropriate authority.

Senator ROBERTS: But you don’t know how many deserve to be referred?

Mr Thomas: I don’t have those figures with me. I can take it on notice to try and find out.

Senator ROBERTS: Thank you. So you can’t guarantee that someone who’s in breach will be referred for potential prosecution?

Mr Thomas: You’re asking me a hypothetical question, but, in general, as I said, when we come across an instance where we think someone is in breach of a law, we will refer it to the appropriate jurisdiction.

Senator ROBERTS: My understanding is that only four guilty verdicts out of 2.5 million temporary visa holders in the country would imply it’s not possible.

Mr Thomas: I don’t have visibility of the statistics you’re referring to, but I’m aware of a range of migration outcomes.

Senator ROBERTS: In 2021 there were three million permanent visa holders. How many permanent visa holders are in the country right now? Is it four million?

Mr Willard: I have a figure. I’ll just flag that I’m not tracking that figure of three million for 2021. There are different types of permanent visas, but the figure I have at 30 June 2025 is 1.8 million. That includes 860,000 resident return visas. That’s a type of permanent visa.

Senator ROBERTS: What are the other classifications in that 1.8 million?

Mr Willard: There’s family, offshore humanitarian, onshore protection, other permanent, skilled and special eligibility, and resident return.

Senator ROBERTS: No other temporary visa holders?

Mr Willard: That’s the permanent visa figure that you mentioned.

Senator ROBERTS: How many temporary?

Mr Willard: The temporary figure’s 2.76 million.

Senator ROBERTS: So we add the 1.8 million to the 2.7 million to get the total noncitizens, temporary and permanent?

Mr Willard: The second figure, the 2.76 million figure, is temporary visa holders, and the first figure is permanent visa holders.

Senator ROBERTS: So visa holders in total are about 4.5 million?

Mr Willard: Approximately.

Senator ROBERTS: Okay. Thank you, Chair.

Australia’s migration program is failing to deliver the skilled workers we were promised.

An analysis shows that in 2023-24 only 12% of permanent migration spots went to skilled workers — and 0.09% to tradespeople. Meanwhile, the housing crisis worsens.

Senator ROBERTS: Thank you for appearing tonight. I want to go to an analysis of the migration program—it’s an analysis done by Emeritus Professor Peter McDonald and Professor Alan Gamlen, who are affiliated with the Migration Hub at the ANU—and also a comment on their analysis by Leith van Onselen, the economist, who says of the report:

Australia’s immigration system is unskilled and broken.

They say, ‘In 2023-24, the permanent migration program’—185,000—’delivered just 166 tradespeople, negligible against national needs.’ The report also shows that just 12 per cent of places in the nation’s permanent migration program are going to skilled workers. Instead, many of these place are being allocated to members of skilled workers’ families. Zero point zero nine per cent of new permanent residents are in the trades. Australians have been promised that the migration program is to fill skills shortages to fix the housing crisis, and that’s being used to justify hundreds of thousands of arrivals—millions over the last few years. Yet now we know that just 166 tradies arrived in one year. Why is your department failing to make sure the people who are granted permanent places in Australia are actually skilled?
Senator Watt: Maybe the place to start, Senator, is what figures the department has around—there was a little discussion about this earlier in a session you weren’t here for, but maybe that’s a decent place to start.

Ms Sharp: Certainly. Thanks, Minister. Going very specifically to primary visa applicants who work in the construction sector, in 2024-25 there were 15,524 skilled visas granted to workers in construction.

Senator ROBERTS: Excuse me—what was the total migration that year?

Mr Willard: 185,000.

Senator ROBERTS: 185,000?

Ms Sharp: That was the permanent program, Senator, yes. Of that permanent program, 8,741 were skilled workers in the construction sector.

Senator ROBERTS: That’s about four per cent.

Senator Watt: But very different to the numbers you were just quoting, Senator.

Senator ROBERTS: Depends how they’re classified, Minister.

Senator Watt: Well, I think you gave a figure of 150-something—

Senator ROBERTS: 166.

Senator Watt: Yes, whereas the actual number is over 8,000—so, pretty big difference.

Senator ROBERTS: We can argue about the accuracy because it depends on the classification, but keep going.

Mr Willard: Senator, I’d add that the permanent program—it’s roughly two-thirds allocated to the skilled program. You are correct that the skilled program includes the primary applicants and their immediate family members, and there were 132,148 places delivered in that skilled program in 2024-25.

There are 500,000 more temporary visa holders (migrants) in the country than before COVID. That’s an extra 200,000 homes needed just to cater for those arrivals.

Whenever I ask government about their flood of immigration, they claim we’re “just catching up” after the COVID lull. The reality is, temporary visa holders in the country has gone from 2.3 million to 2.8 million.

That’s not a catch up – that’s a new record. While the Treasury Secretary claims they got immigration forecasts wrong by 24%, I cover in a separate video that they actually got it wrong by 120%.

Cutting immigration isn’t enough. We need to start telling temporary visa holders to leave. We won’t get cheaper rent and cheaper houses until this is done.

Only One Nation has the guts to do it and put Australians first.

Senator ROBERTS: My questions are to do with immigration numbers. I want to know whether Treasury got it wrong or if the government isn’t telling us the truth, basically. I’m not going to ask you to decide! Right up and down our coast—and we’ve got a very long coastline in Queensland—we’ve got thousands of people without houses. We’ve got working families going home to their car to sleep. And we’re a wealthy state. There is a statement that has often been made by the government in relation to its high immigration—that we’re just catching up. Pre-COVID, the number of temporary visa holders in the country was roughly 2.3 million. It’s now at 2.8 million. That is 500,000 more people in the country. A lot of them will need a house. We haven’t just caught up; there is a record number of temporary visa holders in the country, isn’t there?  

Dr Kennedy: I did some numbers in my opening statement. They’re a little different to yours, but, certainly, the current number was similar. The earlier number that you cited was a bit lower. I’ll find it in a moment. But it has been the case that Treasury significantly underestimated the recovery in temporary visa holders—I pointed that out in my opening statement—in the order of nearly 25 per cent. That is, frankly, poor performance on our behalf. We simply underestimated how many students would flow back into our universities and our higher education sector more broadly, and students were the most significant part of that increase. I just want to add that it’s an incredibly important sector, generating—I possibly won’t have the number quite right—over $8 billion, from memory, in export services. I’ll confirm that number for you. On the question ‘did Treasury get the numbers wrong?’ yes. Temporary migration recovered from the pandemic much more rapidly than we anticipated. It was predominately driven by students. The other thing that’s happened is that they came for the first year of their course and now will stay for three years. Normally we’d have a pattern of the first years coming and the fourth years leaving. We haven’t got that at the moment because they left during COVID. So we’ve got this quite substantial inflow. And, overall, the numbers as you described have comfortably recovered the levels that we were at pre the pandemic.
