Here is a crazy idea. How about keeping the dams (Warragamba, Cateract, Coudeax, Neapean etc) at 70-80% capacity thus giving the downstream community that buffer and hopefully avoid overflow. The rains were short-lived and it is not necessary to raise the Warragamba wall, just lower the water level. It means slowly letting out the water when it’s fine weather and won’t cause issues, to reach the magic percentage.
