High school maths will tell you that a 1,000MW solar installation takes up about 4,000 to 7,000 acres (1,600 to 2,800 hectares) of flat land, depending on panel efficiency, and that's just for a single data centre. I guess there's always the Danetree to bulldoze and some skerricks of remaining farmland that hasn't already been carved up for wind generators and the high-tension lines needed to connect them to the grid.

Individual scientists may commit fraud, but they get caught by other scientists and have the book thrown at them! They are liable to be terminated, sued by their funding agency or institution or imprisoned if caught.
