Testing is done against existing drugs because we don't want to know if a new drug just works (which is all a comparison with saline can show), we want to know if its works better than existing ones, otherwise there is no point using it.

Your think the TGA has the time, money and resources to replicate every drug in existence from conception to approval. Get real. That’s why they spend months to years going over the data before approval and regularly reapprove and monitor
